Eyal is a partner in Lipa Meir's Corporate Department and possesses strong expertise in the area of tenders. Eyal provides legal solutions to most tenders handled by the firm every year and represents the firm's clients in various legal proceedings relating to tenders.

Eyal has unique and extensive experience in governmental, municipal and public tenders, both in preparing the tender documents, and providing ongoing legal support to the tender committee's work as well as in related litigation. Eyal represents bidders in a variety of public tenders with a volume of Billions of NIS per year (including complex multi-stage and multi-participant-tenders).

Eyal, in his practice, represents the General Health Services Board (Clalit), provides to all of its sectors (logistics, infrastructure and information systems, service division and customer relations, finance division, general management, medical services Shila Medical Services Ltd., Tel - Bar Industries to Health Institutions Ltd, etc.) ongoing legal advice with respect to the execution of agreements, tenders and reviews dozens of tenders for the procurement of medical equipment, general equipment (including energy and B.O.T tenders) and medical systems.

Eyal also represents the Netanya Municipality with the construction project of a new municipal football stadium and is responsible for preparing the various tenders in the project as well as representing the Haifa International Stadium Company Ltd. (a subsidiary of the Economic Society Haifa) in the construction of stage A of the Sports City of Haifa  project (in its center an international football stadium, Sammy Ofer stadium, containing approximately 30,000 covered seats) and is responsible for preparing the various tenders in the project.

Eyal serves as a lecturer in Corporate Law at the Faculty of Business Administration, Kiryat Ono Academic College.

Eyal was awarded the 2000 First Prize on behalf of Tel-Aviv Foundation for awards and scholarships in memory of the late Zvi Zilbigr for excellent research in the field of local authorities in Israel.
